Inform about illegal content

The fields you must complete on the form are the Internet address you are using to provide the information and the nature of the material you are providing the information about. You do not have to provide any other information. Once you click ‘submit’, you will receive automatic notification that your information has been received.

  • (portal/forum username, instant messaging (e.g. MSN Messenger, ICQ, Skype or Yahoo) or other communication environment username, e-mail address, e-mail conversations, screengrabs etc.)

Report handling

  • A message can be sent to Vihjeliin using the message form on the website vihjeliin.ee, which will open when you click on ‘Inform about illegal content’.
  • It is possible to send messages to Vihjeliin without adding your personal data, i.e. anonymously.
  • Any information received by Vihjeliin is handled as soon as possible, but not later than within 48 hours of receipt of the message.
  • The website mentioned in the message is opened and its content is assessed pursuant to the laws of the Republic of Estonia. Vihjeliin only checks the material displayed on public websites. The material located in a communications network used between people or in an environment where logging in is required is not checked and any messages about them are forwarded to the contact person appointed by the Police and Border Guard Board.
  • If a message received by Vihjeliin includes information about an online environment that displays illegal material, the country of location of this environment will be identified.
  • If the country of location of the material of illegal content is Estonia, the contact person of the Police and Border Guard Board will be notified about this.
  • If the country of location of the material of illegal content is not Estonia, but there is a hotline belonging to the INHOPE association in the country of location, the information about the website with illegal content will be given to the hotline of the relevant country.
  • If the country of location of the material of illegal content is not Estonia and there is no local hotline belonging to the INHOPE association in the country of location, the relevant information will be sent to the contact person of the Police and Border Guard Board.
  • Responses to the questions received by Vihjeliin will be sent if the person who asked the question has provided their name and contact address.
  • Vihjeliin does not pass on the personal data included in messages, unless it is obliged to do so by law.
  • Vihjeliin responds to queries on behalf of the Vihjeliin team.
